Invalid Transaction

I'm using the API to process transactions. The transaction works fine when I test in my local environment using 
$store_id='store5';
$api_token='yesguy';

 

But when I move it to production with my actual store_id and api_token, I get:

DECLINED * INVALID TRANSACTION=CANNOT PROCESS*INVALID TRANS

Every time. This is true for multiple cards. Any insight would be much appreciated.

    Your account has Purchase transaction disabled. You'll need to contact our customer care @ 1-866-319-7450 to have that re-enabled.
