Always getting a 01/027 response

I'm trying to test declined reponsed with Visa test card.

I got a list of credit card with the result they are supposed to give.

I tried all of them and I always get the 01 status and 027 responsecode.

I always read about the "penny value simulator". I also tried with 0.05$ or 99.99 $ still 01/027.

Is there any way I can test the Declined response ? Or maybe it's a setting in my test profile that always answer as approved ?
