I have been stuck here since Dec 7th. Someone please help!

I followed the instructions on this page https://developer.moneris.com/Documentation/NA/E-Commerce%20Solutions/Hosted%20Solutions/Moneris%20Checkout
to preload a ticket, the credit card payment page appeared, I enter the credit card info and submit, the payment_complete event fired, I call payment_receipt tp get a receipt.
The payment is always declined. I tried test card numbers for Visa and Master, used different penny values on the penny value simulator page. But the payment is always declined. the response_code is 055, iso_response_code is 40.
The last time I tried I used visa care 4242424242424242, $11.00
I also tried to use store5/yesguy. But without a checkout_id, the preload failed to return a ticket, so the transaction couldn't start.
