While using the test example for debit purchases, it always times out with the example credentials.

Even using our test credentials, i get an error:
DECLINED * CARD NOT SUPPORTED =NOT APPROVED*NO POS ACCESS
I also don't understand the after the equals for the debit card, where in the documentation does it mention what to do with this and how do you generate it?
e.g.: 5258968987035454=06061015454001060101?
I have emailed customer support, but thought i would also ask here.
